Windows 10 only.
Update: This Cyber Monday price is gone.
For anyone who wants to use a Xbox One Wireless with Windows (including the Xbox Elite Controller), two things are required, Windows 10 and the USB-based Xbox Wireless Adapter for Windows.
This adapter has only been out for a little over a month, but it's available today for $21.24 (15% off the normal price, order here).
Using a micro-USB cable is fine in many situations; however, when going for that couch/home theater feel, it's hard to beat a wireless controller set-up. Even at 15%, $3.76 is a small savings. At the same time, this is a first party Microsoft hardware accessory, and it's unlikely to see a sub $20 price any time soon.
